GENERAL DEFINITION: Under the general direction and supervision of the Day At A Time Club, Inc. (DAATC) Board of Directors, the Program Manager is responsible for the daily operation of the Fort Defiance Alcohol and Substance Abuse Recovery Center. Incumbent has administrative oversight of the Chinle/Fort Defiance Alcohol and Substance Abuse Recovery Center Project under the Subrecipient Agreement between the Navajo Nation and Day At A Time Club, Inc. and for the Sub-Award of American Rescue Plan Act Fiscal Recovery Funds. Incumbent is responsible for implementation of DAATC Personnel Policies and Procedures, DAATC Financial Policy, and program budget; ensures that the DAATC facility is safe and secure for program participants and for other group use; and attends all scheduled DAATC Board of Directors meetings, work sessions, and training activities. This position is subject to a background check.
SUPERVISION RECEIVED/EXERCISED: Receives supervision from the DAATC Board of Directors. Exercises supervision over DAATC staff including Program Coordinator, Office Specialist, Community Involvement Specialist, Maintenance Specialist
DUTIES
Maintain relationship with all collaborative partners to provide for the continuity of effective services.
• Works in collaboration with DAATC Board of Directors, program participants, staff, Navajo Nation elected officials, other tribal program staff, vendors and affiliates to provide quality treatment services and development of new services that benefit the Dine’ and community.
• Communicates effectively and promotes positive relationships for effective coordination of treatment with community agencies.
• Provides outreach services to the community, tribal programs, and outside agencies regarding service delivery.
• Establishes networks with non-profit organizations, local, county and state substance abuse and treatment entities.
• Coordinates services with local, regional, national, tribal, and non-tribal service providers to further the well-being of DAATC program participants
• Assists with occasional sobriety campout activities
Performs administrative duties and program management.
• Attends DAATC staff meetings, DAATC Board of Directors meetings and program work sessions.
• Directly responsible for the implementation, monitoring and evaluation of the Navajo Nation and Day at a Time Club, Inc Subrecipient Agreement pursuant to the American Rescue Plan Act Fiscal Recovery Plan.
• Maintain current professional knowledge by maintaining professional development.
• Researches, comprehends and applies reporting guidelines from multiple funding sources
• Stays informed of current issues related to alcohol and substance abuse disorders
• Updates program policies and procedures to benefit future program operation and expansion.
• Prepare and/or reviews correspondence sent to or received from other agencies.
• Complete all required documentation program participants.
• Submit administrative documents in a timely manner. (i.e. travel requests, purchase requisitions, residential placement requests, trip reports, data reports, etc.)
• Prepares reports for various agencies including funding agencies on a monthly, quarterly and annual basis
• Support DAATC program participants' continuum of care.
Directly supervises personnel activities to accomplish program goals and objectives.
• Maintain staff by recruiting, selecting, orienting and training employees and developing personal growth opportunities.
• Accomplish staff position results by coaching, counseling and disciplining employees, addressing complaints and complaint resolution.
• Accomplish program objectives by supervising staff and organizing and monitoring work processes and conducting performance appraisals on an annual basis.
Performs other related duties as assigned to include the following.
• General housekeeping, sweeping, mopping, cleaning kitchen, maintaining coffee and snack counter

o Research, comprehend and apply relevant reporting regulations and guidelines of the American Rescue Plan Act Fiscal Recovery Funding Agreement
o Research and prepare complex reports

MINIMUM REQUIRED QUALIFICATIONS
TRAINING AND EXPERIENCE: High school diploma or equivalent with at least 10 years of administrative or management experience; bachelor’s degree in public administration, business administration, or related field is preferred. An equivalent combination of education and experience to successfully perform the job duties will be considered.
OTHER REQUIREMENTS
• Currently active in a 12 Step Program of recovery with a minimum of 7 years of
long term continuous sobriety -OR- no recent history (within the last 7 years) of untreated alcohol abuse and/or substance use disorders.
• Must pass reference and background check
• Navajo speaking preferred but not required
• Reliable personal transportation for travel is required.
LICENSE AND CERTIFICATE Must have a valid driver’s license.

The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items.
Regular exposure to favorable conditions such as those found in a normal office. Occasional working hours outside of the regular Monday - Friday, 8:00am to 5:00pm office hours.
